10.To enter into force, the agreement must be ratified by both the United Kingdom and the Cariforum States. It can then enter into force either at the end of the transition period under the withdrawal agreement or, in the absence of an agreement, after the UK withdraws from the EU. The agreement also allows for provisional application. The aim is to ensure continuity if the UK is no longer a party to the EU agreements before ratification procedures can be completed. 15.Voluntary Partnership Agreements (VPAs) are trade agreements aimed at ensuring that wood and wood products imported into the EU comply with the legislation of the exporting country (the partner country). An VPA outlines the systems available to the partner country to verify the legality of timber exports. The verified products are then issued with licences allowing them to be exported to the European Union without the importers having to be extra diligent. 6.The agreement, like other trade agreements previously discussed by the Committee, introduces an expanded accumulation of origin. This allows both parties to recognise materials from the EU as products originating in the UK or carIFORUM countries in terms of export.
The transformation of the UNION may, under certain conditions, be recognised for UK exports to the Cariforum States and vice versa.6 The Government stipulates that, without these provisions, products from the United Kingdom or a Cariforum state using EUROPEAN Union content would no longer be in compliance with the original requirements for preferential treatment of the other party.7.8.The institutional and governance provisions of the agreement allow for substantial change.
